For US citizensThe Fulbright Program, established in 1946, is considered the flagship of international educational exchange program of the U.S. government, and is designed to increase mutual understanding between the people of the United States and the people of other countries, through the exchange of persons, knowledge, and skills. The Fulbright Program provides funding for students, scholars, and professionals to undertake graduate study, advanced research, university teaching, and teaching in secondary schools.

The Fulbright Student Award  is designed to provide opportunities for those who hold a BS/BA or master's degree, or for doctoral degree candidates, also for young professionals or artists who are studying, or conducting research. The Program also includes the English Teaching Assistant (ETA) component, offering U.S. graduate students (irrespective of field of study) the opportunity to teach English at university level. The Fulbright Scholar Award  is designated to provide opportunities for Professors and Professionals having a PhD or equivalent professional/terminal degree who wish to lecture and/or conduct research in a wide variety of academic and professional fields. The Fulbright Specialist Program (FSP) promotes linkages between U.S. academics and professionals and their counterparts at host institutions in Romania. The program is designed to award grants to qualified U.S. faculty and professionals, in select disciplines, to engage in short-term collaborative 2 to 6 week projects at host institutions. International travel costs and a stipend are funded by the U.S. Department of State Bureau of Educational and Cultural Affairs.
